Xulo at a glance
Xulo sends mobile push and a native in-app card. The bill is per app, on monthly active users. The first 1,000 monthly active users on an app are free. After that, $6 per 1,000. Apps do not pool.
The job is mobile push, and the card that belongs in the app. The card is drawn natively. Impressions are not billed.
A new app starts free. With no users there is nothing to bill. The first 1,000 monthly active users on that app stay at $0.

Who it is for
Xulo is for a developer or a studio sending mobile push to a native iOS app. Several apps are billed one by one. One app crossing 1,000 monthly active users does not pull the others onto the invoice.
A studio with twenty apps that each stay under 1,000 monthly active users pays nothing. The allowance is not a shared bucket.
What a monthly active user is
A monthly active user is a device that opened the app in the last 30 days. Push permission is not required. A device that refused push and still opened the app is counted. A device that has not opened the app for 30 days is not, even if push is allowed.
There is no proration inside a 1,000-device block. In-app impressions are not added to the count.
The panel keeps the day a device first opened, and the later days it opened. For devices first seen on one day, it shows the share that opened the app again on day 1, on day 7, and on day 30. That is the last-open record, kept by day. It is not how long a session lasted, not a custom event, and not a list of people.
How a send works
An agent at https://mcp.xulo.io/mcp can draft the campaign, including the in-app design record. A person approves the send. Writing the draft does not send it.
The tool opens a sign-in screen, you allow it, and it comes back. Continue, Cursor, OpenAI, Windsurf, Anthropic, Google Antigravity, Cline, and Grok use that same address. The agent can create the app, store the Apple key, and import an audience from OneSignal, Pushwoosh, or a CSV.
The audience is a segment, a tag, an external id, or the install id. A purchase is an amount, a currency, and an order id. The person page keeps the lifetime total. A segment can use the last 24 hours, the last 7 days, the last 30 days, or all time. The dashboard and the agent write the same draft.
Native iOS push goes out through APNs. The in-app card is fetched on an open, or when the app calls a name you set. An open can be the next one, every open, the first open, the open you number, or the open after a specific push. The call is one line of code at that moment, and it is not stored. The card is not delivered as a push.
Comparisons
Each comparison is its own argument. OneSignal bills monthly active users on the organization, plus a platform fee. Pushwoosh shares one free thousand of monthly active users across the account. WonderPush counts an opted-in device that may never open the app. Xulo counts monthly active users on each app.
